Telšiai is a town in the North-west of Lithuania with about 24.000 inhabitants. It is the capital of Telšiai County and Samogitia region, and it is located on the shores of Lake Mastis.

Project area description / The former military area is located between Karalius Mindaugas street and the railway Siauliai / Klaipeda. The size of the area is approximately about 11,64 ha. In the framework of the 2014-2020 European Union Investment Fund Action Program, a project is being implemented in the area, from 15 March 2016, and has been completed on 31 December 2017. During the implementation of the project, part of the abandoned territory has been converted in a place to hosting new businesses. A technical project was prepared, in accordance with the approved detailed plan, and the territory has been improved in every technical aspects (new network streets, parking area, sidewalk network, public lights, etc.).
